Carl Southwell

Dr. Southwell is president of InsureTech®, Inc., a risk management consultancy, and of the Risk and Policy Institute, a nonprofit that studies disaster risk and its public policy implications.

In various capacities, he has served numerous businesses, governments, and nonprofit entities. He has also worked as an insurance and reinsurance pricing actuary, authored many insurance publications, and wrote and edited actuarial computer programs.

He earned his Doctor of Policy, Planning and Development from the University of Southern California with a dissertation entitled, A Robust Model for Disaster Risk and Decision Analysis, and his bachelor’s degree from the University of Chicago.
